Why a state-specific BOL?

While the federal VICS bill of lading is accepted across the United States, state DOTs each set their own permitted gross vehicle weight, oversize/overweight permit rules, and corridor-specific reporting. Picking the template for the state you're shipping from pre-fills those state fields — saves you a check at pickup and keeps the carrier's reweigh / reclass charges off the invoice.
